POSITION OVERVIEW

The employee will provide Program Analyst supporting a range of project/product Planning, Programing, Budget and Execution (PPBE) functions, to include: Identifying, projecting, documenting, and presenting to the Government funding requirements for product’s capabilities. All products / deliverables must be current, accurate, and coordinated with internal and external stakeholders and presented in an approved Army format ready for Government signature and/or presentation to leadership.

DUTIES

  • Independently collect, review, evaluate and interpret data to present findings, options, and recommendations to Government leadership.
  • Researching, developing and proposing Program Objective Memorandum (POM) inputs
  • Review, research, analyze, and evaluate program and budget data and make recommendations for programmatic adjustments
  • Develop program budget and acquisition management positions for the program
  • Develop project/product estimates for contract modifications
  • Provide inputs/responses for financial requirements requested from HQDA Army Budget Office (ABO), HQDA Assistant Secretary of the Army (ASA) Acquisition, Logistics and Technology (ALT), and PEO IEW&S
  • Develop senior leader briefings related to product’s out-year funding matters
  • Prepare project/product office service contract approval request packages and coordinate acquisition actions with appropriate contracting personnel to ensure procurement actions are completed within the required time constraint
  • Ensure budget estimates are in compliance with policies, guidance, and limitations established by Congress, OMB, OSD, HQDA, and PEO IEW&S
  • Research, prepare, and present Unfunded Requirements requests, Program Objectives Memorandum (POM) submission inputs, Weapon Systems Review presentations, Program Management Review inputs, Quarterly Program Review inputs, IT Budget Exhibits and Testing and Evaluation (T&E) products

REQUIRED QUALIFICATIONS

  • Bachelor’s degree and five (5) years of relevant experience performing PPBE and POM related tasks in an Army Product or Program office. Active DoD secret security clearance is required

The successful applicant’s resume, at a minimum, will reflect experience, training, skills and knowledge equivalent to those required to meet Defense Acquisition Workforce Improvement Act Level II for Program Management certification.

The candidate supports a product office serving as the principal staff support responsible for accomplishing/contributing to all acquisition responsibilities of the product team.

DUTIES

  • Complete day-to-day tasks, perform work tasks related to product cost, schedule, and performance with minimal Government supervision.
  • Collecting and organizing information into papers/briefings/charts in a manner that supports and leads to informed decisions.

  • Current, active DoD Top Secret clearance.

PREFERRED QUALIFICATIONS

  • Strong verbal and written communications skills. A Master’s degree in a relevant discipline would be beneficial.
  • Experience like that of a Department of the Army System Coordinator (DASC) to include experience in coordination of program updates with a Service Headquarters (e.g., HQDA) and preparing updates to OSD and Congress on a DoD product is highly desired.

Senior Broadcast Engineer – HUD Broadcasting Center, Washington, DC

POSITION DESCRIPTION

The Senior Broadcast Engineer must be thoroughly knowledgeable about TV operations and engineering, knowledgeable of different equipment used in the production facility and knowledgeable about production techniques and terminology. Must also have significant experience in the maintenance of broadcast automation systems for the studio and automatic transmission systems for the transmitter plant.

DUTIES

  • Providing technical liaison with outside television production facilities and uplink sites concerning producing and transmitting distance learning and informational programming;
  • Maintaining, repairing and operating all the DMO’s video and audio systems and the in-house Cable Television System;
  • Providing installation and integration support for system enhancements; making recommendations concerning the maintenance and repair of the DMO systems and equipment;
  • Verifying and testing all program video, audio, and cueing circuits;
  • Verifying video and audio continuity on the in-house cable television system;
  • Monitoring all broadcast and correcting problems;
  • Reconfiguring plant switching and patching, as needed, and testing circuits as programming requirements change
  • May supervise a Junior Broadcast Engineer Technician if assigned.

REQUIRED QUALIFICATIONS

  • Must be a U.S. citizen and receive favorable results from a National Agency Check with Inquiries (NACI)
  • Expert level skill working with equipment used in the production facility and knowledgeable about production techniques and terminology.

Knowledge Management Specialist

POSITION OVERVIEW

The contractor shall provide operational assistance to manage the daily operations of the Program Office and creates, executes, and improves business processes consistent with higher headquarters and the Army acquisition community. The contractor recommends knowledge content; how it is structured, shared, controlled, and made easily accessible for the needs of the staff. The contractor supports creation and version control of content to support leadership briefings, reporting, and information dissemination. Responsibilities include managing and the development of new content within the SharePoint portal and functions as the Site Collection Administrator.

DUTIES

  • The successful applicant will create, capture, and share, program office data using SharePoint.
  • Preparing and maintaining policy documentation; development/revision and staffing of Standard Operating Procedures (SOP); interpretation and dissemination of regulations;
  • Creating ad hoc “brown bag” style training classes on various PM functions; and creating, updating, and maintaining templates,
  • Provide subject matter expertise to operate and maintain an Army Knowledge Online (AKO) portal and SharePoint site with associated content and external websites, manage, monitor, and update the organization’s Knowledge Center,
  • Provide information management expertise with a focus on the management of data, information, and knowledge across the project management office to facilitate dissemination, and provide timely and relevant digital information, including every aspect of the information lifecycle, including classification, storing, maintaining records and information assets, and archiving.
  • Develop and maintain solutions and processes to ensure timely, accurate, and effective collection, formatting, dissemination, storage, and disposition of project/product information. This includes status and performance reporting.
  • Produce and maintain communication artifacts such as weekly reports, Quarterly Program Review (QPR) slides, charts to support weekly staff meetings, meeting minutes, action items, notes, requests for information, and ad hoc reports.

REQUIREMENTS

  • Bachelor’s Degree in Information Management or equivalent with a minimum of two (2) years of experience in in data management techniques, skills, and knowledge to develop electronic forms, assist users in the development of process workflows, and providing user instructions and/or training on tools.
  • An additional five years of experience may be substituted for a degree. Experience with SharePoint 2013 and Microsoft Teams.
  • The following qualifications are required: (1) meet the certification requirements of DoD 8570 IT Level II, normally satisfied with CompTIA’s Security+ certification or equivalent; and (2) successfully complete the milUniversity Organizational Site Owner training (the MS SharePoint Certification can be used in lieu of the this requirement).

PREFERRED

  • To be successful, training and experience with the following tools is highly recommended: Adobe Connect [Defense Collaboration Online (DCO)], AKO, Microsoft SharePoint 2013, MilSuite, and Atlassian JIRA.
  • A current certification in Microsoft SharePoint Administration is also highly recommended. Demonstrated strong verbal and written communications skills.
